What is Paper Import Monetering System (PIMS)?

The Directorate General of Foreign Trade introduced Paper Import Monitoring System (PIMS) with the purpose of recording precise information related to the import of Paper and Paper products under Chapter 48 of ITC (HS), 2017, Schedule-1 (i.e. around 201 tariff lines). The Import policy of these products are now changed from ‘Free’ to ‘Free subject to compulsory registration under PIMS’. Paper Import Monitoring System came into effect from 1st October 2022 and the online registration facility came into effect from 15th July 2022 . This system is designed to gather comprehensive data regarding the imports of these items.

Objective of Paper Import Monitoring System (PIMS)

PIMS not only helps in collection of the data regarding import of paper products but also helps in analysis of the data thereby streamlining the process of policy making. In addition, it helps in getting real-time information that helps monitoring the imports into the country. The primary objective of PIMS is:

Limit imports under the “Others” category Tariff items

Stop Re-routing goods through other countries instead of trade agreements

Reduce dumping of papers and paper products in the Indian market by way of under-invoicing

Entry of prohibited goods by mis-declaration

Documents Required to obtain Registration under Paper Import Monitoring System (PIMS)

Commercial Invoice

Invoice of the foreign supplier having all the details about the product and the supplier

Packing List

Packing list covering details including weights, measurements and detailed lists of the goods in each package

Bill of Lading

A bill of lading issued by the carrier to acknowledge receipt of cargo for shipment covering information on type, quantity, and destination of the goods being carried.

Registration Fee

A registration fee of Rs. 500 will need to be paid for each registration number generated for the imports.

Procedure for Obtaining Registration under Paper Import Monitoring System (PIMS)

Step 1 Documentation

  • Make all the documents ready

Step 2 Form Filing

  • Fill the form with the required supporting documents including (Manufacturer Name, Manufacturer Country, HS Code and Description, etc.)

Step 3 Submission

  • Submit the application not earlier than 75th day and not later than 5th day from the date of import/consignment arrival before submitting the Bill of Entry with the Customs.

Step 4 URN

  • The successful submission of the e-form will result in the generation of the Unique Registration Number (URN), which will stay valid for 75 days.

Step 5 Customs Formality

  • The importer must share the URN with the concerned customs authorities during the shipment inspection at the port.
  • The URN and its expiration date should be clearly mentioned on the Bill of Entry as it is mandatory to get the clearance from the customs.

Step 6 Clerance

  • Use the registration for hassle free import clearance

When to apply for PIMS Registration?

The importer should apply for PIMS Registration not earlier than 75th day and not later than 5th day before the expected date of arrival of import consignment.

. Paper Impot Monitoring System (PIMS) is an online platform launched by the Ministry of Commerce and Industry, Government of India on 1st October, 2022. Any Bill of Entry for items named in Annexure-1 to this Notification made on or after that date would be subject to its regulations.

PIMS registration is necessary for the import of any kind of paper product under any scheme.

Import consignment of samples for FOB value of INR. 10,000/- irrespective of the quantity of the product, will be exempted from mandatory PIMS registration.

In paper, there are no small volume/high-value goods on which imports through air are justified. So, PIMS registration is mandatory through all/any mode of transport.

PIMS registration is required at the point of import at the units in SEZ/FTWZ or at the time of import by an EOU for the items under Chapter 48 of ITC (HS), 2017, Schedule-1. PIMS registration shall not be required by the DTA unit at the time of Custom Clearance from the SEZ/FTWZ/EOU to DTA if no processing has taken place of the item of paper that has already been registered under PMS at the time of entry into a SEZ/FTWZ/EOU. However, if processing has taken place in the SEZ/FTWZ/EOU with change in HS Code at 8-digit level, then the importer in DTA will require to register under PIMS, if the processed item falls under any of the tariff.
