What is Chip Import Monetering System (CHIMS)?

The DGFT (Directorate General of Foreign Trade) has launched a new mandatory CHIMS registration for importers in India importing several electronic and electrical goods such as Integrated Circuits, processors, etc. This registration is in effect from 01.10.2021 and applies to all the Import of Integrated Circuits shall require compulsory registration under the Chip Import Monitoring System (CHIMS) as per DGFT Notification No. 05/2015-2020 dated 10.05.2021.

Under the same DGFT Notification, the import policy of all Integrated Circuits was revised from ‘Free’ to ‘Free subject to compulsory registration under Chip Import Monitoring System (CHIMS)’. This system is designed to gather comprehensive data regarding the imports of Integrated Circuits.

Documents Required to obtain Registration under Chip Import Monitoring System (CHIMS)

Commercial Invoice

Invoice of the foreign supplier having all the details about the product and the supplier

Packing List

Packing list covering details including weights, measurements and detailed lists of the goods in each package

Bill of Lading

A bill of lading issued by the carrier to acknowledge receipt of cargo for shipment covering information on type, quantity, and destination of the goods being carried.

Registration Fee

A registration fee of Rs 1 per thousand subject to a minimum of Rs.100/- and maximum of Rs 500/-.

Procedure for Obtaining Registration under Chip Import Monitoring System (CHIMS)

Step 1 Documentation

  • Make all the documents ready

Step 2 Form Filing

  • Fill the form with the required supporting documents including (Manufacturer Name, Manufacturer Country, HS Code and Description, etc.)

Step 3 Submission

  • Submit the application not earlier than 60th day from the date of import / consignment arrival before submitting the Bill of Entry with the Customs. The registration can also be made on the same day of arrival of the consignment.

Step 4 URN

  • The successful submission of the e-form will result in the generation of the Unique Registration Number (URN), which will stay valid for 75 days.

Step 5 Customs Formality

  • The importer must share the URN with the concerned customs authorities during the shipment inspection at the port.
  • The URN and its expiration date should be clearly mentioned on the Bill of Entry as it is mandatory to get the clearance from the customs.

Step 6 Clerance

  • Use the registration for hassle free import clearance

When to apply for CHIMS Registration?

The importer should apply for CHIMS Registration not earlier than 60th day before the expected date of arrival of import consignment. The registration can also be made on the same day of arrival of the consignment.

Application Fee for CHIMS Registration

A registration fee for CHIMS Registration is applicable which is equivalent to Rs 1 per CIF Value of Rs. 1000 subject to a minimum of Rs.100/- and maximum of Rs 500/-.

Validity of CHIMS Registration

The registration number granted under Chip Import Monitoring System (CHIMS) shall be valid for 75 days.

Amendment of CHIMS Registration

Licenses that are yet to be submitted can be amended

Renewal of CHIMS Registration

There is no renewal of the License, as new Licenses are issued with every incoming Import.

Cancellation of CHIMS Registration

Licenses that are yet to be submitted can be cancelled by deleting the draft crated. In case the application has been submitted, cancellations cannot be made.
